
Rhode Island announces 24 new adult-use dispensary licenses
Rhode Island’s Cannabis Control Commission (CCC) has announced a major development in the state’s cannabis industry with the opening of applications for 24 adult-use cannabis dispensary licenses. This marks the largest planned expansion for the state’s cannabis market since the legalization of adult-use sales.
The CCC, operating under the Rhode Island Cannabis Act, will distribute the licenses across six geographic zones, with an equal number of establishments in each zone. This deliberate structure aims to make cannabis access equitable and geographically balanced throughout the state.
"Today’s announcement represents years of work, collaboration and preparation to ensure Rhode Island has a cannabis marketplace that is safe, transparent, and equitable", CCC Chairperson Kim Ahern said. "The release of this application and launch of our submission portal is not only about opening doors for businesses but about creating meaningful opportunities for Rhode Islanders while keeping public health and public safety at the center of everything we do."
A Framework for Equity and Growth
The CCC’s application process reflects its commitment to creating a cannabis industry that prioritizes fairness and economic opportunity. To further this goal, the Social Equity Applicant Status Certification Portal was launched in August as part of a broader strategy to support equitable access to the industry.
Governor Dan McKee highlighted the economic potential of this expansion, stating, "Rhode Island's cannabis market is poised for growth, and this application is helping us do exactly that. As we expand the cannabis industry here in the Ocean State, we're opening the doors to new investment, new good-paying jobs, and new opportunities for our economy."
The newly authorized licenses allow for the retail sale of cannabis products to adults aged 21 and older. The CCC has taken steps to ensure the application process is both transparent and accessible by providing technical assistance and guidance to prospective applicants.
Balancing Opportunity and Safety
The CCC has emphasized the importance of public health and safety in its licensing framework. Commissioner Layi Oduyingbo remarked, "Today’s release of the adult-use retail license application reflects the commission’s commitment to equity and accountability. This framework provides applicants with the information they need while reinforcing our responsibility to safeguard public health and consumer safety."
Commissioner Robert Jacquard echoed this sentiment, noting that the application process has been designed to be both business-friendly and protective of public health standards.
Applications for the licenses will be accepted until 4 p.m. on December 29, 2025. The application and additional resources are available on the commission’s website, ensuring that prospective applicants have the tools they need to navigate the process.

By publishing the application today, we are taking a historic step toward building a cannabis marketplace that serves consumers, supports equity and advances public health in Rhode Island."
